In October 2011 a liable for military service resident of Grodno, Aliaksandr Arapinovich, got a call from the local police station concerning his appear for being fingerprinted on the basis of the Law "On State Dactylography".

In the summer of the same year the young man was brought to administrative responsibility in connection with his participation in the silent protest actions and for this reason he was already taken fingerprints in Minsk. Aliaksandr informed the police about it. In reply to it he heard an answer that there are no his fingerprints in the database of the Frunzenski District Office of Internal Affairs in Minsk and the second dactylography is required. After a while the young man received a summons in order to get fingerprinted. Aliaksandr phoned to the police and notified them that he would not come, since the summons contained violations and fingerprints assignment was outdated. Arapinovich was warned that in case of failure to appear in accordance with the summons the case would be brought to court.

On 13 May the Vileika District Court fined a local activist Valiantsin Susla 1,050,000 rubles for refusing to be fingerprinted, which was qualified as “insubordination to a legal order or demand or a public agent”.

Valiantsin Susla was asked to give his fingerprints for the first time when he was invited to the Vileika District Police Department for giving explanations why his mobile phone number had been registered on Nezalezhnasts Square during the protest rally of 19 December 2010. However, he refused to do it.

On 11 May Dzmitry Uloha, Judge of the Homel Regioon Court considered the appeal of Vasil Paliakou, Chair of the Homel region organization of the United Civil Party, against the fine that had been imposed on him by the Savetski District Court of Homel, and left the previous verdict in force.

On 13 April Halina Sytsko, Judge of the Homel Savetski District Court, fined Vasil Paliakou, Chair of the Homel region organization of the United Civil Party, 875,000 rubles (about $287) for refusing to be fingerprinted by the police.

It should be noted that such refusal is not punished by the law, that’s why Mr. Paliakou was fined under Article 23.4 of the Code of Administrative Offences, “insubordination to lawful demands of the police”.

Today, on April, 21 2020, a new edition of law “About state fingerprinting registration” enters into force. It expands the group of persons, who are obliged to undertake the procedure of fingerprinting. According the new law, now all the citizens of the Republic of Belarus, liable for military service, form this group.
