BHC considers authorities to be an extremely important institution on which implementation and protection of human rights depend.
To increase authorities' effectiveness in this field BHC:
- monitors effectiveness of state steps, informs the authorities about detected human rights violations and their reasons;
- provides expert recommendations concerning the ways of creation of mechanisms of implementation and protection of human rights, and elimination of their violation preconditions; international experts and resources can also be involved;
- organizes professional development programmes and best international practices for state bodies workers;
- can help to protect rights of state employee if needed.
