The early voting started at the elections of President of the Republic of Belarus started on October 6 in conformity with the Electoral Code of the Republic of Belarus.
More than 400 short-term observers of the campaign “Human Rights Defenders for Free Elections” conduct daily monitoring of early voting at more than 200 polling stations all over Belarus.
The results of the voting are processed everyday and are representative (monitoring is held at 3.24% of 6,129 polling stations) and allow to judge about the main tendencies in the conduct of early voting.
The information below was received by processing the data received from 141 polling stations by 10.00 a.m. on October 10.
Registered violations
Protocols with the information about the early voting weren't hanged out at 0% of polling stations.
Forcing to voting took place at 11.35% of the polling stations.
Non-members of precinct election commissions (PECs) interfered with the work of the commissions at 11.35% of the polling stations.
Precinct election commissions worked outside the schedule at 0.72% of the polling stations.
Conditions for observation
At 1.42% of polling stations obstacles were created for the independent observers who counted the electors who have cast their votes.
At 0.71% of polling stations accreditation denials were issued to independent observers.
Participation in early voting
The protocols with the data of the early voting were hung out at all 141 out of the 141 polling stations from which information was received by 10 a.m. on October 10.
According to calculations of independent observers, the number of the persons who cast their votes on the second day of the early voting at the 141 polling stations is 16,357 people, whereas according to the protocols of the PECs it is 17,613 people. The discrepancy is 1,256 people, or 5.31%.
In some districts of different cities observers of the campaign “Human Rights Defenders for Free Elections” registered a large discrepancy between their calculations of the people who cast their votes and the information, presented in by precinct election commissions in the protocols of voting.
In particular, at five polling stations of the Pieršamajski district of Viciebsk (No. 39, 40, 49, 50, 51) there was registered a large overstatement of the number of the voters who have taken part in early voting (by 40-60 persons)in the PECs' protocols, compared to the observers' calculations.
Such facts were also registered by observers of the campaign in the Kastryčnicki district of Hrodna
where the number of those who have voted early was overstated by 20-40 persons at five polling stations (No. 101, 102, 109, 112, 113).
Overstatement of the turnout during the early voting was also discovered in a number of PECs in the Mazyr district (No. 17, 18, 24, 32, 43).
